The understanding of cultural heritage’s value is very important to conservators, for their concept and work style lie in it. Based on two kinds of culture heritage’s value, the relationship between the historical value and the artistic one was discussed, and some conceptions were proposed such as that the historical value was the first and the artistic value was the second, and that the addition of historical value was permitted and the reduction was forbidden.
