This document was drawn up in response to a lower amount of funds allocated by the Italian government for conservation projects than originally anticipated. An original plan of 1977, apparently meant to last until 1983, had to be redrafted in 1980 in response to the lower amount of funds. The document discusses how the smaller amount of resources should be allocated and discusses the philosophy of conservation in terms of where best to allocate the money. The document is not so much an economic report full of statistics but rather a discourse on the meaning and implications of the financial situation at that time.
