This article describes an effort to archive and preserve the Newspapers of Canada, of which some 10-13,000 have been published since 1752. The effort is known as the Decentralized Program for Canadian Newspapers. The National Library provides some funding as well as coordination, with each province handling the preservation and microfilming and ensuring access for its papers. Microfilming and preservation of originals are being used in the effort. It remains to be seen whether the goal of microfilming all Canadian newspapers is a feasible goal. A November, 1985 meeting for participants in the Decentralized Program for Canadian Newspapers focused on collection, preservation, and access. Regarding preservation microfilming, the three major problems are funding, standards, and copyright. The National Library continues to encourage retention of originals as well. The program takes the diversity of situations in different parts of the country, while promoting planning and standards; it also recognizes the important role of newspapers as part of Canada's printed heritage.
