Abstract
This paper presents the author's point of view concerning revision of copyright law. The general principle of copyright is stated as the striking of a balance between two public interests: the rights of the creator or copyright owner; and the reasonable demands of users of copyright materials. Examples of this balance are given, including the limited duration of copyright, collectives and the Copyright Board, as well as fair dealing and exceptions. The international aspect of copyright law is described, including the Berne Convention for the Protection of Literary and Artistic Works, and the Universal Copyright Convention. The author presents several questions that the policy maker must ask awhen developing a policy for a new copyright law.
