This document includes information concerning the Second International Congress of Architects and Technicians in Historic Monuments. It describes and explains the emergency situation of the monuments in the member countries of the DAS, and a letter that emphasizes the conservation and restoration work of monuments and sites (Regulations of Quito, 1966). It includes a recommendation to the countries; an explanation of the economic appraisal; the completion of the value and its implications; the importance of integrating tourism in the Development Plan; the social interest and civic action that should take place in the different countries. It ends emphasizing the importance of cataloguing the Funds of the Archives of the Indies.
