No current monument issue evokes more impassioned discussion than their location. To determine where monuments belong is one of the gravest problems confronting our heritage community. The in situ principle alone cannot resolve many pressing issues. Each heritage location issue must be judged on its own merits. To examine conflicts based upon agreed principles, the author suggests some considerations that may go into a decision to remove or leave a monument in situ. These include: 1) widespread recognized value; 2) multiple claimants, when certain monuments may be world treasures; 3) multiple criteria of evaluation, since such criteria often fluctuate with time; 4) multiple bases of valuation, since heritage entails largely immeasurable spiritual, scholarly, and instrumental values; 5) shifting estimates about the national patrimony; 6) general guidelines that cannot govern all location decisions; 7) in situ criteria; and 8) relocation criteria, since not every removal is iniquitous or ill-advised.
