New legislation to preserve historic wrecks and other underwater treasures is called for in a British governmental policy document. Underwater archaeological sites are threatened by treasure hunters, commercial seabed operators, and pollution. Important wrecks have also been destroyed for financial gain, which does not break the law. Among the document's recommendations are the rationalization of the responsibilities of different government departments, the inventory of maritime sites and reporting of finds, and the setting up of a Maritime Heritage Protection Agency.
