Abstract
Revitalizing downtowns across the United States has been a part of the nation's agenda for 40 years. A study conducted by the National Trust's National Main Street Center in association with the Urban Institute analyzes revitalization programs and strategies developed over the last decade, describing how and why some have succeeded while others have failed. Presents two strategies for rehabilitation: a catalyst strategy and the incremental approach.
