A new senate bill, the Lead Exposure Reduction Act of 1990, seeks to amend the Toxic Substances Control Act to reduce lead levels in the environment, and for other purposes. The issues addressed include restriction on continuing uses of certain lead containing products, including some used in the arts, e.g., paint, solder, and pigments. If the act is accepted, artists will have to change their materials and processes and use substitutes for lead-containing materials. Ceramics, stained glass, jewelry, metal sculpture, printing, and painting are among the different art processes that would be affected. The bill may also affect conservators needing to use lead material in conservation of art, e.g., repair of leaded stained glass windows.
