Explanation of environmental impact procedures includes: what they are, how they are reviewed, and the need for early intervention to circumvent court action. Properties representing an area's cultural heritage are to be preserved. A statement describes fully the direct and indirect effects of the proposal upon cultural resources. Safeguards exist for those properties on National Register, but the public must act as watch dog to insure compliance.
