Current regulatory conditions may not be applicable for maintenance of old buildings, whether their current function is housing, office or museum. One consideration in Massachusetts has been whether the cost of proposed innovations is between 25-50% of the worth of the building before improvement; this clearly discourages much renovation of monuments. The necessity for adaptation of state building codes for historic buildings was recognized and in 1975-78, guidelines were set, including the registration of historic buildings and partially preserved structures.
