Abstract
Calls for a concerted program of consideration of the stability of papers, inks and adhesives used on postage stamps, and of the albums, envelopes, storage folders and hinges used in connection with collections. Postage stamps are valuable paper documents and need to be treated as such. Among the topics discussed are migration of paper impurities, ink, adhesives, environmental factors, albums, mounts, storage and disaster assistance. Ethics of restoration also are mentioned.
