This article develops a theoretical and conceptual framework, aimed at setting the foundations for the definition of public administration intervention policies at the different government levels (municipal, provincial, national). Besides, it contributes to the development and consolidation of an integrated juridical corpus designed to rescue and protect the urban architectural heritage. An analysis and an integrating proposal related to the preservation and rescue of the urban architectural heritage (historic and contemporary) are presented, as part of a cultural policy leading to the protection and revaluation of the local history. -- SCMRE
