A proposal is made for the collection and characterization of materials and test samples associated with book and paper conservation. The history of earlier, less ambitious, sampling programs is used to demonstrate the need for and benefits of a more broadly conceived program. The types of samples to be collected and the suite of test and evaluative procedures to be applied is considered. The role of manufacturer's data-specification sheets and conservators' treatment reports as supplements to the published literature is discussed.
