When Emperor Qin Shihuang’s Mausoleum Site Museum – Li Shan Yuan has opened to the public, the manager is confronted with all aspects of the managing stresses. The arts and heritage management will be influenced by safety factors. Therefore, this article is a real case study from Qin Shihuang Tomb cultural heritage, and it divides the safety factors into three parts: heritage site measurement, ruins measurement and cultural relics measurement. As the starting point of these three measurements, the article has analyzed the security monitoring, ruins scene, climatic environment, human activities and so on. Based on these, the article puts forward its own opinions on the diffusion of the value of cultural relics.
