The author describes conservation and research services, mainly of the governmental type in four countries with which he has had direct experience: Mexico, USSR, Japan and Canada. He discusses questions of centralization versus decentralization, regional centers, and the possible influence of government policy and bureaucracy on the implementation and maintenance of conservation programs. Also considered is the private and non-govemment sector of conservation which can serve as an effective balance to too much government centralization.
