Abstract
Los Angeles has implemented a program to strengthen unreinforced masonry-bearing-wall construction for commercial and apartment buildings. The Earthquake Reduction Ordinance was retroactive legislation intended to preserve lives rather than buildings. As a result, buildings may be allowed to suffer unrepairable damage, so long as they do not fail during an earthquake. -- CAL
