Abstract
The fragile nature of ephemera is the reason this type of material is so difficult to preserve. Arrangement and classification of this material is difficult but very important so that it is available for research. An agency is advised to focus upon very specific criteria for keeping ephemera within its own collections; other material is to be discarded or forwarded to another institution's collection where the papers would be appropriate. The ephemera file includes three elements: 1) a subject heading list, 2) a card catalog, and 3) the collection itself. Specific details regarding arrangement, the design of the card catalog, and storage of the materials are provided.
