The technical value of a balance decreases with time, eventually falling to zero, whereas the artifactual (i.e., historical) value increases with time. This duality of time-dependent values has a dominant influence on the activities of collecting, preserving, and exhibiting analytical balances. These three activities are examined theoretically within the time frame, with respect to both the support of these activities and to their exercise. Some simple generalizations are developed regarding the support and exercise of these activities. A specific example will be described, of the practical performance of these three activities during the period 1960-80 at the University of Wisconsin, undertaken without the previously described theoretical perspective. The results of this operation will be used to modify the previously presented simple theory, and to give it some experimental support. Lastly, advice and suggestions are given for: (i) the salvaging of the 1960-80 operation; (ii) the practical performance of these activities during the present decade (1980-90). -- AATA
