As funding for preservation is limited, the choice of what to preserve must be carefully made. For example, if all newspaper clippings in a theatre collection cannot be microfilmed, they can perhaps be divided into groups - related to particular theatres, certain performers and their agents, etc. These sub-groups can then be transferred to a more permanent form and copies circulated to others. It must still be accepted that some materials must be allowed to deteriorate and disappear. Which these should be is not a decision for one institution to make; it must be made jointly by librarians, archivists and users. -- ICCROM
