The Library Emergency Action Program (LEAP) Disaster Response Manual is NOT a substitute for the Smithsonian Institution's Staff Disaster Preparedness Procedures. In the event of an emergency, consult the SI Manual first. The LEAP Disaster Response Manual is a guide to help in the recovery of library materials AFTER a disaster has passed. It's purpose is to help increase the safety and efficiency of a recovery effort.
