Abstract
The remains of the Civil War ironclad ship USS <i>Monitor</i>, identified in 1974, presented jurisdictional problems of protection and salvage. In 1975 the shipwreck was declared a National Marine Sanctuary, and research policy planning began. In situ investigation generated new information and provided an opportunity to utilize a mixed-gas, lockout submersible delivery and support system at low depths. Results of test excavations are described. Also discusses protection and conservation measures.
