Planning for preservation should be addressed in four phases: information gathering, the setting of objectives and priorities the identification of strategies to achieve the objectives, and the development of an action plan based on the strategy or strategies chosen. To plan effectively, the collection must be surveyed to determine care needed. Preservation be set in cooperation with other major collecting institutions in the country, and should be formulated with both the short and long term views in mind. All options must be examined, and the preservation strategy identified that is best suited to a library's responsibilities. The selected strategy for any one institution will probably be a blend different preservation options that is especially formulated for that particular institution. The final action for implementing the strategy chosen must be reviewed and re-evaluated on a regular basis.
